yes there is. there's two kinds of topcoats. well actually, 3 pa ata technically. there's the GLOSS, SEMI-GLOSS, and FLAT. but i always mention the Gloss and Flats.
if you want a dull finish, then you can use the FLAT Topcoats. i highly recommend the branded ones such as GSI Creos' Mr.Hobby Mr. Super Clear FLAT Topcoats. there's two kinds of this topcoat. the regular and with the UV cut. not so sure what's the UV cut for. correct me if i'm wrong guys, but some say, this helps to prevent the kits from yellowing due to lights that has UV contents. this one will cost you P400+. let's just say you have a budget of P500, then you're set. available at Lil's-Futaba (megamall and parksquare1, glorietta) and STC (isetann recto, alimall, festivalmall).
now, if you're on a budget, then settle for the ones that is sold at your local hardware stores (e.g. ACE, DIY, etc.). brands are NIKKO, PYLOX, TOA Sprays, etc. be sure to ask the 'dull coat' or 'flat coat' from the salesperson. this will cost you around P120-P150.
for more info and questions regarding topcoats, please check this thread.
hope that helps. and happy building.
