Amazon doesn't seem to carry the book you're ordering. The link you gave is a list of sellers selling the book. As I understand, you have to create an account for amazon japan even if you have an account on other amazon sites. My existing amazon US account doesn't seem to work for amazon japan. If you go to the main amazon japan site, there's an option to see the site in english. Click on the >IN ENGLISH on the blue tab on top of the page.

The instruction you got from your friend is a step-by-step walk through of the pages you'll encounter. I'll try to expound on it as much as I can:
The line with the 8.48 yen after it is the link to the different sales. You can then click on the yellowish button to order one and the 'proceed to checkout' button to order.
This is referring to the link you've provided in your 1st post. You can see a list of seller selling the book. To choose which seller you want to buy the book from, click on the yellow button with a shopping cart icon on the right side of the page next to the seller of your choice. After that, you'll be brought to another page with a "Proceed to checkout" button on the right side of the page. Click on that button.
It's then asking for a login or to order without one. When I click on the yellow button without entering anything it brought me to an english page asking for an email address.
You'll then be brought to another page asking for you to log on to amazon japan. Assuming you don't have an account for amazon japan, just click on the long yellow button below the empty boxes. After that, you'll see the log on page in English. Enter your email address and put a tick on the "I'm a new Customer". After that, click on the "Sign in using our secure server" button.
From there, you can go through the normal Amazon ordering stuff, with an option to do 'International addresses'.
In the next page, you'll see fields to enter your customer details. Don't fill in the fields yet, instead click on the link "International ( outside of Japan)" on the top portion of the page. You'll then be brought to a similar page with an option to choose the country you're at. Just fill up the fields & follow the next instructions.
Amazon japan doesn't seem to accept amazon accounts from other territories. You'll have to create another account specifically for amazon japan even if you have an account on a different territory. One thing to look out for is if the seller ships outside japan. Amazon may notify you regarding this or you can probably see it in the seller's profile.
