Gold was referring to the position of the shoulder on the SOC Voltes when doing the bazooka pose.
The SOC (as far as the prototype pictures show), can only hold the bazooka pose with the entire arm MOUNTED on it's shoulders (like a real bazooka), compared to how it looks like in the anime, and in that figure.
He wasn't referring to the ability of the SOC to kneel.
