From what I heard, all SOCs are made in China. Even the so called Japan versions (difference are sometimes insignificant). The only SOC that wasn't made in China was GX-05 and 05B, I think. They were made in Thailand. But Bandai went back to China after the 05. They all follow the same JP Quality standards so no worries about where it's made. Just enjoy your Voltes.
