Nope! There are 2 types of decals that comes with the MG kits. 1 is the stickers as in nakalagay sya sa yellowish paper backing. 2 is the Dry transfers the one with a white paper backing. What you do is to cut the decal that you want to apply then use a clear tape(scotch tape) to attach the decal film firmly then scratch the logo or insigna using a dull pencil or the butt of ur pen.

2. paano maglagay ng shade color (light gray) sa gundam na parang yung nasa picture. para kasing patay pag plain lang yung color?

You need to paint your kits in order to achieve that shading. What is normally used in the manual is the pre shading tech and the post shading tech, these techniques can be achieved only by using an Airbrush. But you can also get second best by using spraycans and apply some drybrushing using enamel paints or oil pastels, or chalk pastels will do too.
