fighting-wise, i go for chun li, i think her skills in the game [not necessarily the story] are better-crafted, like her moves and attacks were and are more thought out than mai's. im a little biased towards chun li on this regard coz i believe the character mai was created by snk to copy or ripoff chun li, since back then snk was repeatedly trying to copy street fighter.
if i was to choose which was the babe, then obviously mai wins. she has a more voluptuous body and the way she was designed to look was accentuating her sexy body, with the bouncing chest and the skimpy clothes [isnt she supposed to be a ninja, what ninja do you see wearing something like that?]. chun-li on the other hand comes off as boyish and her body is more athletic.
for attitude, it's a tie... chun li wins for being a serious character, mai also wins for having a fun side and not just being a "warrior". in fact, i think her character matured a lot in king of fighters: another day compared to the spunky one in the fatal fury movie.
so there you go. chun li is better at fighting, mai is better in looks.
