Is the Initial D Comics/Manga by Tokyo Pop available locally? If yes, where?
I saw it being auctioned off at ebay.ph. 3 books for P700 yata.

Yes it is available locally. If I remember it right, it is available at ComicQuest in SM Megamall. Try to check out FullyBooked in Greenhills or Rockwell since they sell various Tokyopop mangas there. You can also check 'CATS collectibles'(not sure about the store name), its one of the many shops near the carpark area in Greenhills opposite of Bangus and Yellowcab restaurant. You will know the last shop by the look of its display window(full of comics, toys etc.)
