I just read the issue and you have to see it for yourselves. No, it is not Frank Castle.
(Spoiler)
It was Crossbones with a little assist from an insider. The whole thing was Masterminded by the Red Skull. IMO, the story was well written and the art was great. Just one thng bugs me though, I can't imagine the Red Skull ordering the death of Cap. He always struck me as the type who would like Cap to know HE was pulling the trigger. For that reason alone, I think the Red Skull has something else planned for Cap and for that to happen Cap must still be alive.

Well The Red Skull sure is an arch enemy of Capt.America for almost a decade now .... ooh and this is a different story in mind that the bad guy has won instead of an always good guy who wins ..... Are we gonna ever see Capt.America blows his mighty shield ever again? ......

My rant about Cap's death is that the media spoiled it for me. I really don't follow the civil war story line so i'm not that affected per se but hearing it on the 6 pm news a day before wednesday (comic book day) irritates me. what if this happened to my fave character (spider-Ham or forbush man)? i'd go ballistic. ;D Same here. I got the news while browsing the internet. But after reading the story, there still some good surprises. I got a bad feeling after reading Civil War 7. It was impossible to see Cap freed after surrendering to Iron Man. He's too much of an inspiration to anti-registration force to be freed. I thought they were gonna keep in jail ala Gitmo. I am curious who would replace Cap. The shield is still with Tony Stark and he will decide in coming issues of the CW: Initiative storyline what he will do with it. After resurrecting him as the Winter Soldier, I hope Bucky becomes the next Cap. I still can't see Frank Castle as the new Cap.

just breezed through the one-shot Civil War: The Initiative and there was a scene where Carol Danvers (Ms. Marvel) confronts Jessica Drew (Spider-Woman) and reveals to her that Cap is NOT YET dead and that SHIELD was trying to resuscitate him. And apparently, they know where Nick Fury is...
Hmmm...what on earth is happening? Well, this makes for a very compelling story arc.
BTW, 'The Captain' (or whatever his code name is now) is now with the new Omega Flight - the Canada-based team that will be replacing Alpha Flight.
And I agree with Checkmate. Hope they don't kill off Spider-Ham. ;D

IMO Marvel should let Cap stay dead and not replace him or resurrect him to stay true to their goal of making comics a little more realistic than D.C. After this and they promise to stay away from alternate realities they can consider me a returning zombie. Make mine marvel. OT: anybody following 52? i dropped out since issue 25 or 30.

And apparently, they know where Nick Fury is... I just read the issue too. Based on the storyline, Carol (Ms. Marvel) was lying to Jessica (Spider-Woman) to get her to come back to Tony. If Carol lied about Tony taking Jessica back in, the rest of the story is likely a lie too. IIRC, this was also confirmed by Marvel in recent interviews. I just can't remember the specific link.

IMO Marvel should let Cap stay dead and not replace him or resurrect him to stay true to their goal of making comics a little more realistic than D.C. I don't know if the no resurrection rule is good. Keep in mind, the resurrection of Bucky has been received as well-written story so resurrecting a character may not be so bad. If Marvel can make a good story about the return of Steve Rogers, I wouldn't mind. Admittedly, I am a bit biased since I was happy to see the resurrection of Colossus and Psylocke.

that's true. lately, people have been jacking up some of their ML figures of Cap in Ebay since his death.
personally, it was a rather bad death. get shot by a sniper near the neck, then get pumped by 3 slugs at pretty much point blank range by a mind-controlled wench... who used to be your hook-up. while being cuffed at the back. geez. or you might want to see it as cap being so great that the only way you'd off him is when he has two hands tied behind his back, literally. while in a densely populated area with innocent civilians and custodians. on the way to trial.
still a terrible way to terminate an icon spanning several decades in my opinion.

Update: Seems Captain America is really dead. Namor buried his body in the place where he first found him in suspended animation.
The Punisher's costume in Punisher War Journal is inspired by Cap's.
The shield is with Stark. The last person to wield it was Hawkeye dressed in a Captain America costume although he returns both to Stark shortly afterwards.
Captain America is going to return but he will be a younger version who time traveled from World War II.
